Information on Voting in Jefferson County
Early Voting Options
If you expect that you will meet one of the qualifications for absentee voting (listed below), you can vote absentee in person OR by mail before election day. Jefferson County residents who will not be able to go to their polling place on Election Day may vote absentee beginning six weeks prior to an election.
If you'd like to vote absentee by mail, you'll need to request an absentee ballot on the County Clerk site HERE.
If you'd like to vote absentee in person, you do not need to complete an application. Simply visit the County Clerk's Office (729 Maple Street, Hillsboro) and sign the Poll Pad to confirm your eligibility.
Must Bring Photo ID: Missouri Driver's License, Passport or Military ID
Reasons for Voting Absentee
- Absence on Election Day from the jurisdiction of the election authority in which such voter is registered to vote
- Incapacity or confinement due to illness or physical disability, including a caregiver who is primarily responsible for the physical care of a person who is incapacitated or confined due to illness or disability
- Religious belief or practice
- Employment as an election authority, as a member of an election authority, or by an election authority at a location other than such voter's polling place
- Incarceration, provided all qualifications for voting are retained
- Certified participation in the Safe At Home address confidentiality program because of safety concerns.

Missouri Amendment 1 - Renew the Parks & Soil Sales Tax
Would renew a long-standing 1/10th cent sales tax that funds Missouri's state parks, historic sites, and soil & water conservation - this is not a new tax.Â
JCDCC Recommendation - Vote YES
Missouri Amendment 2 - Direct Election of County Assessors
Would force every county to elect their assessor (although most already do.) The places that this changes are a few charter counties that use trained, professional assessors. This amendment politicizes a technical job and doesn't fix anything that's actually broken.
JCDCC Recommendation - Vote NO
Missouri Amendment 4 - Raises the Bar for Citizen-Led Amendments (Initiative Petition)
Raises the bar for passing citizen-initiated constitutional amendments (initiative petition) from statewide to each congressional district. This shifts power away from voters and is a power-grab designed to silence voters and protect politicians.
JCDCC Recommendation - Vote NO
Missouri Amendment 5 - Expanding Sales Tax to Replace Income Tax (The "Everything" Tax)
Gives lawmakers unlimited power to raise sales taxes on everything you buy and every service you use to eliminate the state income tax. This will hit working families, seniors and rural communities hardest and will change our tax policy from "tax based on what you earn" to "tax based on everything you buy and every service you use" - which could include things like doctor's visits, prescription drugs, rent, labor on repairs and daycare.
